Open Letter to Mayor London Breed and Gov. Gavin Newsom

This letter serves as a statement of appeal on behalf of a select group of Personal Care Service Providers who have been left marginalized and abandoned by you and our lawmakers. The lack of response from the San Francisco Mayor London Breed and California Governor Gavin Newsom is intolerable and decimating our industry. We are at the point of losing everything we have put our lives into.

The California Board of Cosmetology and Barbering published their COVID-19 guidelines with Cal-Osha COVID-19 Work Place Safety guidelines as well as the CDC endorsed guidelines on July 17th. Why are you not accepting or giving credence to these official governing agencies guidelines?

After the Spanish Flu in 1918, the sanitation procedures for personal care services were implemented and updated.  Having 1600 hours training  in sanitation and safety, as well as thousands of hours through years of working in the beauty industry, we are not only being deemed as non-essential but we are being categorized as not having the tools and education to safely operate and conduct our businesses. The health and safety of our staff, clients and all our families is paramount.

California is the only state that continues to keep salons closed.  In fact, the CDC study published on July 17th shows zero salon transmission of COVID-19 with proper PPEs.  Providing services on the sidewalks of San Francisco is a prohibitive and an unsafe option and air quality and for most of us.

There are 53,000 licensed establishments and 621,000 licensees in California who are affected by the lock down order without any real solutions from you.  The beauty industry is a $532 billion industry and responsible for countless jobs.  We “Sit N Wait” and in compliance for 170 days and counting without guidance and financial aide that we desperately need from you. Unemployment benefits are running dry and the high cost of living is taking a tragic toll on owners and staff.   We are at high risk of losing our homes, healthcare, and the ability to pay our bills and  take care of ourselves and families. Establishments are closing rapidly in San Francisco and they won’t be returning in any foreseeable future.  For those establishments who were fortunate to receive any kind of loans, those are now exhausted and at risk of defaulting.

Please take the following as serious and urgent appeals in order of urgency:

  • Put a process in place to move us to re-opening with mitigated risk 
  • Adopt a set of guidelines that all of us can adhere to and be compliant with 
  • Provide a strategic plan for our industry going forward
  • Reclassify Personal Care Services to Phase 2 along with indoor retails, MediSpa
  • Enforcement and fines for no mask violation 
  • Cancel commercial rent and utilities 
  • Approve outdoor operation, waive all fees and fast track for parklets
  • Provide financial aide to personal care workers proportionate to earning
  • Re-examine the Board of Cosmetology and Barbering guidelines, waive all license fees

We say “enough is enough”. We need your support to guide our industry to its reimagining. Your prompt response will be appreciated.

If our team is running behind, we will contact you prior to your appointment, as we would expect a courtesy call from you. In order to provide you with the best service possible, we need to ensure ample time to complete your services. Should you be more than 15 minutes late for your appointment, we reserve the right to reschedule your service.


Please call 48 hours prior to your scheduled appointment to avoid a 50% charge of your total service. A last-minute cancellation or no-show will be charged 100% of your total service.

Credit card is required for all appointments. Returned check fee is $35.


We foster two-way communication with our clients in order to meet and exceed their service needs. In return, we ask for respectful feedback and dialogue.
